UDOT has discovered a culvert located under the shoulder of Kilby Road that needs to be repaired while crews working on the roundabout at the Tanger Outlets are working through weather delays. See details below.

Ecker Park & Ride, and Kilby Road

Kilby Road Culvert Repair: UDOT found a culvert crossing Kilby Road and the freeway that is in need of repair. A portion of it is under the shoulder of Kilby Road. The shoulder must be cut out, culvert repaired (on their dime) and patched. Work is scheduled for Oct. 31. Flagging will be required. Delays are likely. Bicycle traffic will be impacted.

–Kilby Road re-seeding is scheduled for Friday. Minimal traffic impacts.

–Kilby Road final painting scheduled for Wednesday. Some traffic Impacts.

–Electrical work around the park and ride is ongoing. Minimal traffic impacts.

–Mainline irrigation work and other landscaping efforts continues. Plants started going in this week. Minimal traffic impacts.

–Work continues on gabion basket roadway and trail landscape features. Lighting also continues. Minimal traffic impacts.

–Pedestrian tunnel work continues. All concrete work is estimated to be complete by November 12th.

–Final Kilby Road and Ecker Park & Ride paving scheduled for Oct. 28-29. Some flagging and delays expected.

We are planning to be able to start bus service Nov. 16. A temporary shelter will be required while the steel canopy structure is completed. The temporary shelter will be temporarily located in the park and ride while steel is installed.

Please note the continued detour of traffic through the parking lot is necessary in order to complete the pedestrian tunnel. The work is estimated to last 3-4 more weeks. 

Tanger Roundabout

–Concrete crosswalks, medians, curb, guardrail, paint and any other miscellaneous items that require the road to be closed should be completed by the middle of next week. Weather delays have pushed the crews back a few days later than they originally anticipated.

–Re-seeding, xeriscape of the roundabout and final clean-up will be going on next week. Some flagging may be required.

–Final paint will happen on the first warm day after Nov. 2.

Drivers should use caution and obey the posted speed limits when detouring on Powderwood Drive, Overland Drive, and Tech Center Drive.

This Week’s Kilby Road Construction Update (provided by Summit County)

Detours will continue through the Ecker Park & Ride lot this week as work on the pedestrian ramp continues. Further up the road crews plan to permanently reopen the Tanger roundabout after next week. See details below.––

Ecker Park & Ride and Kilby Road

–Parking lot paving has been delayed to give extra time for the sub grade to dry prior to paving

–Pedestrian ramp structure work continues — detour will remain to allow the best access possible to the work area. This will wrap up construction sooner.

–Complete backfill of pedestrian tunnel retaining wall next to Kilby to allow for completion of concrete work between the roundabouts: No additional impact to traffic (detour will remain in place)

–Complete concrete and touch up of sub grade in preparation for paving between the roundabouts. Some flagging will be required to complete the roundabout concrete work. Some delays are possible.

–Kilby Road shoulder touchup grading is scheduled in preparation for seeding and mulch — traffic impacted by flaggers, minimal delays can be expected.

–Place second coat of paint on roadway striping — please be aware of wet paint. Do not cross paint lines until dry. Some delays possible.

–Landscaping around Park & Ride lot is ongoing — minimal impact to traffic.

–Painting of truck parking area is scheduled — no impact to traffic on Kilby.

The contractor is currently scheduling to complete the paving of Kilby Road and the Park and Ride on October 29-30, and open Kilby to traffic near the first week of November (pending weather delays).

We have reached an agreement that all work on the pedestrian tunnel, minus possibly the handrail/guardrails work, will be complete by Thanksgiving break.

 Tanger Roundabout

–Paving completed today.

–Concrete and first coat of paint completed early to middle of next week.

–Final cleanup will take place over the next couple of weeks.

The roundabout will be closed so the concrete crews can complete their work. They will open early if possible. The detour will go away completely after next week. However, minor work will occur in the weeks following, including street lighting (still waiting on equipment from Rocky Mountain Power).

Drivers should use caution and obey the posted speed limits when detouring on Powderwood Drive, Overland Drive.and Tech Center Drive.

This Week’s Kilby Road Construction Update (provided by Summit County)

Ecker Park & Ride and Kilby Road

–Completing Kilby Road trail patching with minimal traffic impact. Some impact to bicycle traffic.

–Kilby Road shoulder grading/cleanup/sign with minimal traffic impacts.

–Electrical work in truck parking lot and around the park and ride with minimal traffic impacts.

–Mainline irrigation work and other landscaping efforts continue with minimal traffic impacts.

–Gabion basket roadway and trail landscape features and lighting continues with minimal traffic impacts.

–Work on pedestrian tunnel continues.

–Set concrete barrier and paint truck parking area.

–Pave remaining park and ride area next week.

Please note the continued detour of traffic through the parking lot is necessary in order for crews to complete the pedestrian tunnel. We have reached an agreement that all work on the pedestrian tunnel, minus possibly the handrail/guardrails work, will be complete by Thanksgiving break.

Tanger Roundabout

–Complete concrete gutter and prep for paving.

–Pave early next week.

–Complete concrete crosswalks either the end of next week or first of the week following.

The contractor is trying to have the road paved before the Fall Recess (October 18-19). Some work would need to be completed after.

Drivers should use caution and obey the posted speed limits when detouring on Powderwood Drive, Overland Drive, and Tech Center Drive.

This Week’s Kilby Road Construction Update (provided by Summit County)

Ecker Park & Ride and Kilby Road

–Flagging scheduled for Wednesday, Oct. 3, to finish paving the bike lane widening and dig out the concrete crosswalks around the roundabouts. (Work will be rescheduled if crews get rained out.)

–Detour will continue this week through the parking lot at the school as concrete work on the underpass ramps and stair walls continues.

–Irrigation and landscaping will continue with minimal traffic impacts.

–Electrical work will continue with minimal traffic impacts.

–Staker Parson is hoping to finish the pavement on Kilby Road in front of the school the week of Oct 22. They will still have concrete work for the underpass walls, but can hopefully complete that from outside the roadway.

Bike Lanes

Concerns were raised that vehicles may cross into the bike lane where the turn lanes cause the road alignment to curve outward when bicycles are at the same point on the roadway. The bike lanes are being widened in these locations along the freeway fencing to provide an additional buffer for cyclists. Please note the vehicle travel lanes will remain where they are currently located.

Tanger Roundabout

–The project continues to struggle with the schedule due to the concrete installation. This will put the project about two weeks behind schedule.

–Curb and gutter continues to be placed.

–Remove and replace 400′ of M1 curb and gutter that did not meet specification.

–Forming and placement of curbing at the roundabout island.

–Placement of lighting foundations.

–Placement of pedestrian ramps and other flat work.

Homestead Road at I-80

Two different construction projects are taking place in this area. UDOT is continuing work related to the Renovate I-80 Project while Summit Water is replacing a water line. Traffic may move slower as work continues in the area. Drivers should use caution and obey the posted speed limit. Questions/comments/concerns should be directed to UDOT via the Renovate I-80 website or by calling 888-528-9675 or by emailing renovatei80@utah.gov. Jeremy Ranch Interchange Construction in 2019
We know the project to reconstruct the Jeremy Ranch Interchange will happen during the 2019 construction season between late May and November. It will be a long project and the traffic through the area will likely be changed several times. Also, we won’t be able to get this project done before school start times in August 2019. So we want to hear from you. What would you suggest we do to improve our communication and to reach more people who are impacted? We want to do better than we did this year. This Week’s Kilby Road Construction Update

Below is a summary of the upcoming weeks work on the Ecker Park & Ride and Kilby Road Project. Please note the detour of traffic necessary to advance the schedule for completion of the pedestrian tunnel.

–Completing drain box grate adjustments on west end of Kilby Road – minimal traffic impact; some impact to bicycle traffic.

–Excavation and hopeful paving of bike lane widening at the intersection curves. Possible one lane/flagging conditions during excavation. Likely one lane/flagging conditions during paving, hoping for a Saturday paving operation.

–Patch trail cuts, hopefully on Saturday – minimal traffic impacts.

–Electrical work in truck parking and around the Park & Ride – minimal traffic impacts.

–Mainline irrigation work continues – minimal traffic impacts.

–Gabion basket roadway and trail landscape features and lighting continues – minimal  traffic impacts.

–Pedestrian tunnel sub-contractor has informed Prime Contractor of post Dec. 6 completion schedule. The contractor is working to complete ALL work by Thanksgiving break and will so inform the concrete sub-contractor. In order to expedite work as much as possible, the contractor is proposing re-instituting the daily (all day/night) detour through the parking lot. Current construction practice has been to detour traffic over temporary roto-mill tailing surface after start of school and before school pickup. This has only allowed contractor to work on the structure about 6 hours a day instead of 10.  Detour will be well delineated, completely on new asphalt surface.

Detour may cause minimal delay during school drop off and pick up; and during the rest of the day. All effort will be made to minimize delays within the detour due to construction traffic.

 Tanger Roundabout

–Sept. 24-28: Road closed Monday 6 a.m. to Friday at noon for paving

–Oct. 1: Estimated completion date

Two Construction Projects Underway at Jeremy Ranch Exit

Two different construction projects are taking place in the Jeremy Ranch area. UDOT is continuing work related to the Renovate I-80 Project while Summit Water is replacing a water line. Traffic may move slower, due to the new signs. Drivers should use caution and obey the posted speed limit. Parents should anticipate buses being late due to the construction.

As of today, 9/25/18: The contractor working at the Jeremy Ranch overpass has put flaggers on site to help control the temporary 4-way stops. They placed a detour for the right turns towards the school. This may impact after-school traffic.

This Week’s Kilby Road Construction Update

Tanger Roundabout

–Sept. 17-21: Road closed through Friday at noon for curb/gutter and concrete installation

–Sept. 24-28: Road closed Monday 6 a.m. to Friday at noon for paving

Kilby Road and Park & Ride

–Fine grading on the Park & Ride lot is complete

–Paving of the Park & Ride lot will take place Wednesday through Saturday (and maybe into Sunday). A small area between the roundabouts and at the new bus island will not be paved in order to provide a lay-down area for pedestrian tunnel construction. There will be minimal traffic disruptions as trucks enter and exit the park and ride area.

–Electrical work continues: minimal impact to traffic

–Finish placing signs on Kilby Road:  minimal impact to traffic

–Site landscaping, gabion baskets for lighting and fencing work begins: minimal impact to traffic

–Work continues on pouring concrete for the pedestrian tunnel: main walls to be poured Wednesday-Friday, work will continue to detour traffic through the park and ride during off peak hours

Looking ahead, Summit County is trying to complete Kilby Road between the roundabouts by Oct. 15 and have the project substantially complete by OCt. 31. There will be some landscaping and electrical work that will continue into November. The goal is to have the project 100% complete before the winter service change of Park City Transit.

Homestead Road at I-80

Summit County thanks those  who have reached out this week regarding concerns along Homestead Road. Construction in the area is related to the work happening on I-80 at the Jeremy Ranch Bridge. Right now crews have shifted travel lanes on Homestead Road. Although shifted, all lanes remain open. UDOT anticipates this traffic shift will be ongoing through the end of the westbound climbing lane and wildlife improvements project in November 2018. We have shared our concerns with UDOT regarding the traffic situations that are resulting in the construction zone along Homestead Road. This Week’s Kilby Road Construction Update

Demolition of the Tanger roundabout continues and crews are now prepping for concrete crosswalks at Ecker Hill Middle School.

Tanger Roundabout

–Road closed through noon on Sept. 14 for continued demolition, roadway excavation and drainage work

–Sept. 17-21: Road closed Monday 6 a.m. to Friday at noon for curb/gutter and concrete installation

–Sept. 24-28: Road closed Monday 6 a.m. to Friday at noon for paving

–Oct. 1: Estimated completion date

Kilby Road and Park & Ride

–Sign installation along Kilby road nearly complete

–Crews now prepping to begin concrete crosswalks at school. Some delays may occur, but mostly off peak from drop off and pick up.

–Pedestrian tunnel work continues. Expect some delay through the Park & Ride during off-peak times.

–Electrical and concrete work continues inside the Park & Ride. Minimal delays expected.

–Park & Ride paving scheduled for next week.

This Week’s Kilby Road Construction Update

Tanger Roundabout

–Roundabout will be closed throughout the week (Tuesday-Friday at noon)

–Removal of remaining concrete items and excavations

–Raising of utilities

Kilby Road, West of Park & Ride

–Road paint finished today

–Traffic signs are going up and should be completed this week

–Clean up crew working on the shoulder and behind curb

–No flagging or traffic delays expected (Yay!)

Park & Ride

–Pedestrian Tunnel Ramps: Footings being poured on the school side tomorrow, should be able to maintain two-way traffic.

–Interior Curb (minimal traffic delays)

–Interior Electrical Underground (minimal traffic delays)

–Will begin forming walls for the tunnel ramps on Friday or Monday.  Traffic will be detoured through the parking lot while the trackhoe sets forms. The road will remain open during school drop off and pick up times.

Other Look Ahead Dates

Sept. 7: Park & Ride paving begins (Area around pedestrian tunnel will be completed with roadway between roundabouts)

And since we’re talking about construction…

Materials for the I-80 noise barrier (sound wall) are scheduled to be delivered this week. Installation is scheduled to take four to six weeks to complete. After the barrier has been constructed, crews will paint the wall to blend with surrounding terrain.

This Week’s Kilby Road Construction Update

Tuesday & Wednesday (Aug. 28-29): For those attending Back-to-School night at Ecker Hill Middle look for Summit County’s booth in the front foyer. County staffers will be on hand to show construction plans and answer questions.

Kilby Road, West of Park & Ride

–Shoulder grading and clean-up (some flagging delays can be expected)

–Water valve and sewer manhole concrete collars in the roadway (some flagging delays can be expected)

Ecker Park & Ride

Information for Students Who Walk or Bike to Ecker Hill Middle

The sidewalk/path running from Quarry Village to Ecker Hill Middle is complete, with the exception of one pedestrian ramp by the school.  Construction workers took down the “Closed Sidewalk” signs the first day of school. The pedestrian ramp will be done early next week.

The sidewalk along the front of the school will not be completed until the pedestrian ramp walls are up and backfilled, which is a few weeks out. However, there is a gravel path that goes around the site which pedestrians can use with minimal out of direction travel.

Ecker Hill Middle & District Buses to be Impacted by Kilby Road Construction

The road construction project underway in front of Ecker Hill Middle School on Kilby Road will impact anyone driving to and from the school and those students riding district buses from now until Oct. 1

Park City School District officials say the construction will impact virtually all buses in the district. Students are bused from all over the district to the middle school. The closure and traffic delays will likely cause buses to run late for pickups and drop offs at all schools in PCSD. Parents are asked to be patient as school bus drivers navigate the construction zone.

Teachers at all schools will be understanding for the next month when students who ride buses arrive late due to the construction.

Flagging operations will halt during school drop off and pick up at Ecker Hill so traffic will be free flowing. Parents are encouraged to leave early to allow enough time to get to the school. Flagging will resume once school is in session.

Kilby Road Detour

Kilby Road will be closed to traffic between the roundabout and Powderwood Drive beginning on today, Aug. 20, at 6 a.m. and will not reopen until noon each Friday. A detour will reroute traffic from Landmark Drive to Tech Center Drive and behind the Tanger Outlets back to Kilby Road. Construction and detour signs are in place.

Summit County started this summer working to widen Kilby Road while also creating a parking lot across from Ecker Hill Middle. Crews are also developing a pedestrian underpass for students to walk beneath Kilby Road from the Park & Ride to the school.

Summit County to Hold Open House Wednesday, Aug. 22

Summit County invites the public to attend an Open House on Wednesday, Aug. 22, from 6-7 p.m. at the Sheldon Richins Building, 1885 W. Ute Boulevard, Park City.  County transportation officials, and project designers and planners will be available to share information and answer questions about the Kilby Road construction project, the new Park & Ride lot, and the underground tunnel that will provide access to Ecker Hill Middle.
